-sewing machine
-Jersey knit fabric (Using jersey knit will make your life a heck of a lot easier. It doesn't fray, so you don't have to worry about hemming. And it's plenty stretchy, so you don't have to worry about using elastic around the waist.) The amount of fabric varies on your size, obviously. I'm 5' 4'' and 1 1/2 yards was perfect.
-measuring tape
-ruler
-chalk
-straight pins

To create a band that holds up the skirt:
Take some of your fabric scraps and cut 2 pieces that match the width of the top of the skirt.
Pin one strip of fabric on each side of the skirt.
Sew a strip to each side of the skirt.
Line up both pieces in-side-out.
Sew along the chalked line.
